Summary
It was found that ProFTPD did not properly handle invalid SCP commands.
Resolution
All ProFTPD users should upgrade to the latest version:
# emerge --sync
# emerge --ask --oneshot --verbose ">=net-ftp/proftpd-1.3.7a"
